This thread has been so helpful! I was going to make the same mistake with filing in the wrong state.
Last thing - if you do run into any issues with Washington ESD after filing, don't hesitate to use resources like Claimyr to get through to an agent. Sometimes you need to talk to a real person to resolve issues, and their phone system is notoriously difficult. Better to get help than to let problems drag on.
Just want to add that if you're union, check with your rep too. Sometimes there are additional protections or benefits available during layoffs.
Bottom line - with 14 months of work history you should be fine to qualify. The bigger issue will be making sure you file correctly and navigate the weekly claims process smoothly.
My sister waited 8 weeks but she had quit her job before getting laid off from a different job, so they had to adjudicate the quit. Complicated situations definitely take longer.
FINAL UPDATE: Got approved today! Exactly 17 days from when I filed. First payment should hit my account in a few days. Thanks everyone for the reassurance that 2-3 weeks was normal - you were right!
One last thing - if you get denied for any reason, you have the right to appeal. Don't just accept it if you think they made a mistake. The appeal process exists for a reason.
Good luck with your claim! The process can be frustrating but once you get approved and get into the routine of filing weekly claims it gets much easier.

Final thought - even if you can't get an extension, make sure you apply for any other benefits you might qualify for before your unemployment ends. The transition period is always rough.
