Do you get health insurance on unemployment with NYS Department of Labor benefits?

I just started receiving unemployment benefits from NYS Department of Labor after being laid off from my job last month. My employer-sponsored health insurance ended when I was terminated and I'm really worried about medical coverage. Does NYS Department of Labor provide any health insurance options with unemployment benefits? I've heard conflicting information and can't find clear answers on the my.ny.gov website. I'm 28 and don't qualify for my parents' plan anymore. What are my options while I'm on unemployment?

NYS Department of Labor unemployment benefits don't include health insurance, but you have several options. You can apply for Essential Plan or Medicaid through NY State of Health marketplace if your income qualifies. Since unemployment income counts toward eligibility, you might qualify for low-cost or free coverage. You can also look into COBRA continuation from your previous employer, though that's usually expensive. The Essential Plan is often the best option for people on unemployment.

Thank you! I didn't know unemployment income would help me qualify for the Essential Plan. Is there a specific income limit I need to be under?

been there! when i was on unemployment i qualified for medicaid because the weekly benefit amount was low enough. you apply through the same ny state of health website. took about 2 weeks to get approved and it covered everything i needed

You need to apply for health coverage within 60 days of losing your job-based insurance to avoid penalties. NY State of Health marketplace at nystateofhealth.ny.gov is your best bet. With unemployment benefits, you'll likely qualify for either Essential Plan (if you're between 138-200% of federal poverty level) or Medicaid (if you're under 138%). Don't wait too long to apply - coverage can start as early as the first of the next month if you apply by the 15th.

Wait I'm confused - does my unemployment money count as income when they calculate if I qualify? I thought it might disqualify me from getting help.

Yes, unemployment benefits count as income, but the amounts are usually low enough that most people still qualify for subsidized coverage. Don't assume you won't qualify - just apply and let them calculate it.

I had such a hard time getting through to anyone at NY State of Health when I needed help with my application. The phone lines were always busy and the website kept timing out. Finally used Claimyr.com to get connected to someone who could actually help me navigate the system. They have a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. Made the whole process so much easier than trying to call repeatedly.

Never heard of that service before but might be worth trying. The state health marketplace phone system is definitely frustrating to deal with.

just want to add that if you had a health savings account (HSA) from your old job you can still use that money for medical expenses while you're between insurance plans. helped me cover some costs while waiting for my new coverage to kick in

Check if your county has any additional health programs too! Some counties in NY have their own health insurance assistance programs that can supplement state options. Also, if you have any ongoing prescriptions, ask your doctor about manufacturer discount programs or look into GoodRx while you're getting your insurance sorted out. The gap between losing employer coverage and getting new coverage approved can be stressful, but there are definitely options to help bridge that time.

That's really helpful about checking county programs! I had no idea some counties offer additional assistance. Do you know if there's a way to find out what programs my specific county offers, or do I need to call them directly? Also appreciate the tip about manufacturer discount programs - I do have a prescription I need to keep filling.

@Malik Johnson For county programs, try calling your county health department directly or check their website - many have a health "services or" public "health section" that lists available programs. You can also call 211 dial (2-1-1 which) is a helpline that connects you to local resources and can tell you what s'available in your specific county. For prescription discounts, definitely check the manufacturer s'website for your specific medication - most major drug companies have patient assistance programs. GoodRx is great for immediate discounts at pharmacies too. Hope this helps while you get your coverage sorted out!

Just went through this same situation a few months ago! One thing that really helped me was setting up an account on nystateofhealth.ny.gov before I even lost my job - that way when my employer coverage ended, I could immediately start the application process. The income verification was pretty straightforward - they just needed my unemployment benefit letter from NYSDOL. I ended up qualifying for Essential Plan with a $20/month premium, which was way better than the $600+ COBRA would have cost me. Also, don't forget that dental and vision are separate - Essential Plan includes some dental but you might want to look into additional coverage if you have ongoing dental needs. The whole process took about 3 weeks from application to getting my insurance cards.

This is such great advice! I wish I had thought to set up the account beforehand. Quick question - when you say the income verification needed your unemployment benefit letter from NYSDOL, did you have to wait until you actually started receiving benefits to apply, or could you apply as soon as you got the determination letter? I'm trying to figure out the timing since there's usually a waiting period before benefits start. Also really appreciate the heads up about dental and vision being separate - I definitely have some dental work I've been putting off that I'll need to address once I get coverage sorted out.

@Sofia Morales You can actually apply as soon as you get your unemployment determination letter - you don t'have to wait for the first payment to come through! The NY State of Health application asks for your expected monthly income, so you can use the weekly benefit amount from your determination letter and multiply by 4.33 to get the monthly amount. I applied right after getting my determination and just uploaded a photo of that letter as income verification. They processed it before my first unemployment payment even arrived, so my health coverage started almost immediately. Definitely get that dental work scheduled once your coverage kicks in - Essential Plan covers a decent amount of basic dental care!

Also want to mention that if you're having trouble affording any copays or deductibles while on unemployment, many hospitals and clinics in NY have financial assistance programs. Most are required to offer charity care or payment plans based on your income level. I had to go to the ER while I was between jobs and qualified for a 90% discount on the bill just by showing my unemployment documentation. Don't avoid getting medical care if you need it - there are usually options to help with costs even if you're uninsured for a short period.

This is really important information that more people should know about! I had no idea that hospitals were required to offer financial assistance programs. When you went to the ER, did you have to apply for the discount beforehand or were you able to get it applied after the fact? I'm asking because I've been putting off seeing a doctor about some issues I've been having since losing my job, but if there are options to help with costs even without insurance, maybe I shouldn't wait. Also, do you know if urgent care centers typically have similar programs, or is it mainly just hospitals?
