One thing that really helped me was calling the NJMVC (they changed their name from DMV) Special Title Section early in the morning around 8:15 AM - right after they open. The key is persistence though, I had to call multiple days before getting through. Also, when you mail your application, I highly recommend using USPS Priority Mail Express with tracking - it's more expensive but gives you a tracking number and faster processing. Make sure your notarization is fresh (within 30 days) because they're picky about that. The whole process took me about 4-5 weeks total, but having all the right paperwork upfront saved me from any back-and-forth delays. One thing I learned the hard way - make sure you have your exact VIN number written down correctly on the application. I made a small error (mixed up a 0 and O) and they sent my whole application back, adding another 2 weeks to the process. Also, if you're planning to register your car in California soon, check what CA DMV requires for out-of-state titles - some states have specific forms or additional documentation needed. The NJ DMV lost my first application and I had to start over, but having copies saved me a ton of time. Also, definitely call them first thing in the morning like @Collins Angel suggested - I got through on my third try around 8:05 AM. The most important thing I learned is that you need to be super persistent with the phone calls - I literally had to call 15+ times before I got someone who actually knew what they were talking about. Also, when you do get the Letter of Certification, make sure you ask them to email you a copy too, not just mail it. The postal service between states can be unreliable and you don't want to wait another 2 weeks if it gets lost. One more tip - if you have any friends or family still in NJ, consider having them go to a local DMV office in person as your "agent" with a notarized power of attorney.
