Can I get 16% cash back on my entire tax bill through H&R Block via Rakuten?

Guys, I'm trying to figure out how this Rakuten cash back thing works with H&R Block. I just saw they're offering 16% cash back right now through Rakuten and I'm trying to understand what that actually applies to. Does anyone know if the cash back is just on the H&R Block premium fee (which for me is $129) or does it also include the total amount I owe to the IRS that I'll pay through H&R Block? Because if it's on my entire tax payment, that would be amazing since I owe about $4,800 this year. Also wondering if there's some kind of dollar limit on the cash back amount? Like is it capped at a certain amount? I couldn't find clear info on this anywhere.
