Do CalFresh benefits backdate when adding newborn? No retroactive pay for months of waiting

I'm super frustrated with CalFresh right now. I added my newborn baby to my case on May 13th (nearly 3 months ago!) but my application was just approved TODAY (August 8th) when they processed my SAR7. They increased my benefit amount for next month to account for my larger household size, but they didn't give me any extra money for this month or for June and July when my baby was already part of my household! Shouldn't they backpay me for those months since my baby needed formula and diapers this whole time? The worker just said something about "benefits start when approved" but that seems unfair when THEY took so long to process it. Has anyone had CalFresh backdate benefits when adding a baby? I really needed that money. 😡

Usually no they don't back pay... I've had similar issues when I added my son last yr. Unlike CalWORKs, CalFresh benefits usually start from approval date, not from when u add the person or apply. It sucks especially cuz formula is so expensive!!! Did u tell them u had the baby during the interview?

Yes! I reported the baby right away and even uploaded his birth certificate through BenefitsCal. I called multiple times to check on the status and they just kept saying it was "pending verification." I don't understand why they couldn't have just increased it right away when I had proof.

Unfortunately, CalFresh doesn't typically provide retroactive benefits except in very specific circumstances. When you add a household member, the increase only applies from the date they process and approve the change, not from when you reported it. This is different from CalWORKs cash aid, which sometimes does provide retroactive payments. For future reference, when adding a baby to your case, make sure to: 1. Report the change within 10 days (which you did correctly) 2. Submit a Mid-Period Report specifically for the household change 3. Follow up with your worker by phone weekly until processed You might want to ask if you qualify for the diaper stipend through CalWORKs if you receive that benefit - it's an extra $30/month for children under 3 years old.

Thanks for explaining. I do get CalWORKs too but nobody told me about any diaper money! Is that new? Does it automatically get added or do I need to request it specifically?

The CalWORKs diaper benefit of $30/month should be automatically added for families with children under 3, but sometimes it gets missed. Check your Notice of Action to see if it's included. If not, call your worker and specifically request the diaper stipend. They might need to make a correction and could potentially backdate that specific benefit. Regarding the CalFresh situation - while they don't normally backdate, there is something called "restoration of lost benefits" if the delay was the county's fault. It's a long shot, but you could ask about this if you believe there was a county error in processing your reported change.

this!!! i got 3 months of diaper $ back paid when i mentioned it! they r SUPPOSED to add it automatically but my worker "forgot" 🙄

I went thru the same EXACT thing with my baby last year! Added him in February and they didn't adjust my CalFresh until May SAR7. No backpay at all. I remember crying at the grocery store because formula was so expensive and I was counting on that extra money. The system is totally broken especially for new moms who need the most help. Did you also apply for WIC? They can help with formula immediately even while CalFresh is being slow.

Yes, thankfully I'm on WIC too. It helps but still doesn't cover everything we need. Formula is so expensive now! It's just frustrating because I did everything right - reported on time, provided all the documents, and still had to wait months for them to do their part.

U know what's crazy is that they expect us to report EVERYTHING within 10 days or we get in trouble but then they can take MONTHS to actually do anything about it!!! The whole system is designed against us I swear.

This is frustrating but there is a technical reason for it. When you report income decreases or household additions, they often need to verify the information before increasing benefits to prevent overpayments. The 10-day reporting requirement is actually designed to make sure you don't get underpaid or overpaid for too long. The issue isn't the reporting timeframe but the processing delays, which are definitely a problem. If you're trying to reach your worker about urgent matters like adding a newborn, I've found Claimyr (claimyr.com) helpful for getting through to actual CalWORKs/CalFresh workers instead of waiting on hold forever. They have a video demo at https://youtu.be/jzISHxCPLwE showing how it works. Helped me resolve a similar situation when I couldn't get through for weeks.

not to get off topic but did u make sure to apply for the once a year $1,050 Young Child CalWORKs Supplement? most people dont know about it but if u have a child under 2 and get CalWORKs u can get this once a year! its separate from the regular CalWORKs payment

What??? I've never heard of this! Is this real? My worker definitely didn't mention anything about a $1,050 supplement. How do I apply for this?

The previous commenter is confusing programs. There's no $1,050 Young Child CalWORKs Supplement in California. There is a Young Child Tax Credit through California's tax system that can be up to $1,000, but that's claimed on your state tax return, not through CalWORKs. What does exist through CalWORKs is: 1. The $30/month diaper benefit for children under 3 2. Childcare assistance if you're participating in Welfare to Work 3. Possible exemption from Welfare to Work requirements if caring for a child under 24 months Let's focus on what's actually available so we don't create confusion.

call the county AGAIN and ask to speak to a supervisor about why it took 3 months to add ur baby. thats ridiculous even for them!! tell them u want retroactive calfresh payments because the delay wasnt ur fault. i had to literally call 14 times in one day to finally reach someone about my case last month. the phone system is a nightmare.

I tried calling again today and got disconnected twice after waiting for over an hour each time. This is so frustrating! I'm going to try again tomorrow and specifically ask for a supervisor.

If you're having trouble getting through on the phone lines, I'd really recommend trying Claimyr. I was in a similar situation with my CalFresh case and kept getting disconnected. Claimyr got me through to an actual caseworker who fixed my issue. Their website is claimyr.com and they have a video demo at https://youtu.be/jzISHxCPLwE that shows how it works. It saves hours of frustration with those automated systems that just disconnect you.

Thank you! ❤️ It's definitely been challenging, especially as a single mom. I appreciate the support and advice from everyone here.

I'm so sorry you're going through this - having a newborn is stressful enough without having to fight for benefits you're entitled to! Unfortunately, this delay is way too common. I went through something similar when I had my daughter and it took them 4 months to process adding her to my case. One thing that helped me was documenting everything - dates I called, who I spoke with, what they said. When I finally got a supervisor, having all those details helped show the pattern of delays. Also, if you haven't already, make sure to ask specifically about the "restoration of lost benefits" that Connor mentioned - it's worth a shot even if they usually say no. The diaper stipend through CalWORKs is definitely real and should be automatic, so definitely follow up on that. And don't give up on pushing for those retroactive CalFresh benefits - you reported everything properly and the delay was on their end. Keep fighting for what you and your baby deserve! 💪

Thank you so much for the encouragement and practical advice! I'm definitely going to start documenting everything like you suggested - I wish I had thought of that earlier. It's good to know I'm not alone in dealing with these ridiculous delays. I'm going to call first thing Monday morning and ask specifically about the restoration of lost benefits. Even if it's a long shot, my baby deserves that support. This community has been so helpful - I had no idea about the diaper stipend or some of these other options. Really appreciate everyone taking time to help! 🙏

I'm really sorry this happened to you! Three months is absolutely ridiculous for adding a newborn to your case. While CalFresh typically doesn't backdate benefits, there are some exceptions for county processing errors. A few things to try: 1. Request a "fair hearing" if you believe the county made an error - you have 90 days from when they denied your request for retroactive benefits 2. File a complaint with the state if the delay was unreasonable (which 3 months definitely is!) 3. Make sure you're getting all the benefits you qualify for now - the $30/month diaper stipend through CalWORKs, WIC for formula, and check if you qualify for any emergency food assistance programs in your area Document everything moving forward and don't let them brush you off. You did everything right by reporting within 10 days and providing documentation. The delay was entirely on their end and your baby needed that support during those months. Keep pushing - sometimes persistence pays off even when they initially say no!

This is such helpful advice, especially about the fair hearing option! I didn't know I could request that for processing delays. Derek, do you know how to actually file for a fair hearing? Is there a specific form or do I just call and request it? Also, when you mention filing a complaint with the state, is that different from the fair hearing process? I want to make sure I'm taking the right steps and not missing any deadlines. Three months really was excessive and I'm determined to fight this now that I know there are actual options available!
