Suspicious EBT theft pattern in California - Is someone targeting CalFresh cards?

Has anyone else had their CalFresh benefits stolen from their EBT card recently? This is the SECOND time in 3 months that my balance has mysteriously disappeared! I checked my transaction history and there were purchases at stores I've NEVER been to in Riverside (I live in Sacramento). I already reported the first theft to BenefitsCal and got a replacement card + some benefits back after a 90-day investigation, but now it's happening AGAIN! I'm thinking this is some kind of inside job or organized theft ring targeting CalFresh recipients. Anyone experiencing this? Are they targeting specific regions? I've only used my card at the same 2 grocery stores I always shop at, nothing online, no new habits. Called the fraud line but got stuck in an endless hold loop. My family can't keep going months without food assistance while they "investigate." What's everyone doing to protect their benefits?

Thank you for this detailed info! I'll definitely ask for a new account number - they didn't do that last time, just sent a replacement card with same number. Do you know if Sacramento County is in that faster reimbursement pilot? Last time they told me 90 days was the "expedited" timeline and there was nothing they could do to speed it up. So frustrating that they can see it was obviously fraud (purchases 100+ miles from my home) but still make us wait months.

There's been a huge increase in "skimming" devices placed over card readers at stores. They look just like the normal card reader but steal your card info when you swipe. I'd recommend inspecting the card reader before swiping - give it a little tug to make sure it's not a fake overlay. Also, try using the chip insert instead of swiping when possible, it's more secure.

Is everyone checking both sides of your cards? There's the normal food benefits AND there's the emergency cash aid if you qualified for that. Make sure you're checking both balances. I thought my food was stolen but it was my cash aid. Call the EBT number on the back and check both balances.

Thanks, but I don't receive cash aid, only CalFresh food benefits. I checked my transaction history online and can see exactly where the fraudulent purchases were made - two grocery stores in Riverside on March 15th that drained my entire balance ($762 for my family of 4). Someone physically used a card at those locations.

This happened to me in January 2025. I'm in LA County, and my benefits were used in San Francisco. What I found out is that thieves are using card skimmers at grocery stores and gas stations to steal EBT information. Then they create duplicate cards and empty accounts within hours. After 3 months of fighting with the county, I found that using Claimyr (claimyr.com) was the only way I could actually reach a live CalFresh worker who could help. Yes, I eventually got about 80% of my benefits back. They said they couldn't verify some of the transactions were fraudulent because they were at a store I occasionally shop at (even though I wasn't anywhere near there that day). It took exactly 82 days from when I reported it until the benefits were restored to my account.

EVERYONE NEEDS TO CHECK THEIR CARDS FOR TINY SCRATCHES NEAR THE MAGNETIC STRIP!!!! My sister works at the welfare office and says this is how they can tell if your card was compromised. If there's tiny scratches near the strip, that means a skimmer probably damaged it slightly. Also, NEVER EVER give your PIN to ANYONE, not even county workers (they don't need it). And check for skimmers by pulling on the card reader before you put your card in. If the reader moves or feels loose, DON'T USE IT!!!

Lol this is definitely an inside job. How convenient that they can't seem to catch anyone or stop it from happening. But if WE make a $50 error on our SAR7 form, they'll hunt us down in 0.5 seconds for "fraud" and make us pay back every penny. The whole system is designed to work against us. My cousin had $900 stolen from her EBT last year and they never gave her a penny back, just said "sorry, we couldn't verify it was unauthorized" even though the purchases were made in a different state while she was in the hospital!!

That's terrible about your cousin! Did she file a police report? They told me I needed to do that in addition to reporting to the EBT fraud line. The whole system does feel rigged against us though. Like you said, they monitor our every move but can't seem to catch actual thieves.

Make sure to use the exact phrase "expedited theft resolution process" and reference the "2025 CalFresh Theft Prevention Pilot Program." This helps ensure you're directed to the right department. UPDATE: After trying for days to reach someone, I finally got through to Sacramento County using that Claimyr service someone mentioned above. It actually worked! I was connected to a fraud specialist who confirmed Sacramento IS part of the expedited program now. She said they can process theft claims in about 30 days instead of 90 if you have the transaction details and file a police report. She also recommended I download the ConnectEBT app to monitor transactions in real-time (I didn't even know this existed). Thanks everyone for your help and suggestions - I'll update again when/if I get my benefits restored.
