Moving to San Diego - confused about CalFresh & Medi-Cal application process!

Hi everyone! I'm relocating to San Diego next month for a new job and need to figure out how to apply for food benefits and healthcare. Back in my current state, we have SNAP and Medicaid, but I know California calls them CalFresh and Medi-Cal. I've tried researching online but got really confused about where to start the application process in San Diego County specifically. Do I need to wait until I physically move there? Should I apply online or visit an office? Are they even the same application or totally separate? Any help from SD locals would be super appreciated!

Welcome to California! You'll need to apply once you're actually residing in San Diego. The good news is that CalFresh and Medi-Cal can be applied for at the same time through what's called a 'combined application.' You have several options: 1. Apply online through BenefitsCal.com (easiest method) 2. Visit any San Diego County Family Resource Center in person 3. Call the Access Customer Service Center at 1-866-262-9881 Make sure you have proof of identity, residency, income, and expenses ready. You'll get an EBT card for CalFresh and a Benefits Identification Card (BIC) for Medi-Cal if approved.

Thank you so much! BenefitsCal.com sounds like the easiest option. Quick follow-up question - do I need a California ID first or can I use my current state's ID for the initial application? My new apartment lease doesn't start until the 15th next month, so I'm worried about proving residency right away.

i moved to SD last yr and applied online its SO much easier than goin in person!! but FYI the website was glitchy on my phone, worked better on computer. also took like 3 weeks to get my EBT card after approval, so plan ahead for groceries

Thanks for the heads up about the website issues and the EBT card timing! That's really helpful to know. I'll make sure to budget extra for those first few weeks of groceries.

When I moved to San Diego, the county offices were IMPOSSIBLE to reach by phone!! I spent DAYS trying to get someone on the line about my Medi-Cal application and kept getting disconnected or stuck on hold for hours!!! So frustrating when you're trying to get healthcare set up. The system is BROKEN!!

I had the same frustrating experience trying to reach someone about my CalFresh case last month! After getting disconnected three times, I found this service called Claimyr that got me through to a real person at the San Diego County office in less than 30 minutes. They basically wait on hold for you and call you back when they reach a worker. Saved me hours of frustration! They have a video showing how it works at https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 and their website is claimyr.com. Definitely worth it for urgent benefit questions or issues.

Just to clarify some important points for when you move to San Diego: 1. CalFresh and Medi-Cal are indeed separate programs, but you can apply for both simultaneously through the same application portal (BenefitsCal). 2. You need to be a resident of California to apply, so wait until you've actually moved. For residency verification, you can use your lease agreement, utility bills, or other mail showing your San Diego address. 3. For identification, your out-of-state ID is acceptable initially, but you'll eventually need to get a California ID (within 10 days of becoming a resident according to DMV rules). 4. The income limits for 2025 are higher than previous years - for a single person, the gross monthly income limit for CalFresh is around $2,430 and for Medi-Cal it varies based on which program you qualify for. 5. San Diego County processing times are currently running about 30 days for CalFresh and up to 45 days for Medi-Cal applications.

This is incredibly detailed and helpful! I'm making a checklist based on your advice. My new job starts at $2,200/month so sounds like I should be eligible. One more question - does San Diego County require an interview for CalFresh? And if so, can it be done by phone since I'll be working during the day?

Yes, San Diego County does require an interview for CalFresh, but they routinely conduct phone interviews these days. When you submit your application, you can request a phone interview and even indicate preferred times. If you miss their call, they'll send a notice with rescheduling information. Make sure your phone number is correct on the application and that you answer calls from unknown numbers during the processing period!

my aunt said she nevr had to do no intervew when she got calfresh last year in san diego so maybe they dont always require it??

Your aunt might have qualified for expedited CalFresh which sometimes streamlines the process, or there were special waivers during certain periods. But as of 2025, the standard procedure in San Diego County does include an interview - though they can sometimes be very brief for straightforward cases.

I moved to San Diego from Arizona last year and what nobody told me was that you also need to consider the SAR7 reporting requirements once you're on CalFresh. Every 6 months you have to submit this form about your income and household, and if you miss it, they cut off your benefits! I learned this the hard way lol. Just something to keep in mind after you get approved.

Oh wow, I definitely wouldn't have known about that SAR7 form - thanks for the warning! Do they send reminders when it's time to submit it, or do you have to track the 6-month timeline yourself?

They're supposed to mail you the form before it's due, but sometimes the mail gets lost or they have the wrong address. I set a reminder in my phone now for 5 months after approval just to be safe. You can also submit it through BenefitsCal online which is easier than mailing.

Thanks! In-person assistance definitely sounds helpful for my first time applying. Do you remember if that office had long wait times? And did they process your application faster because you applied in person?

yeah i waited like 2 hours but worth it cuz they answered all my questions and i didnt have to worry about filling something out wrong. got my ebt card in the mail like 10 days later

One more important tip - when you apply for CalFresh in San Diego, you'll be automatically evaluated for the California Food Assistance Program (CFAP) if you don't meet certain CalFresh eligibility requirements. The income limits and benefits are similar. Also, make sure to report any housing costs like rent and utilities during your application, as these can be deducted when calculating your benefit amount - potentially giving you more food benefits each month.

Thank you! I had no idea about CFAP or that housing costs could increase my benefit amount. My rent will be $1,600/month which is a huge chunk of my income, so that's really good to know. I'll definitely make sure to include all those details on my application!

As someone who recently went through this process in San Diego, I wanted to add that you should also download the BenefitsCal mobile app once you get approved - it's really handy for checking your EBT balance and benefit status on the go. Also, if you're job hunting or have irregular income during your transition, make sure to report any income changes promptly to avoid overpayments. San Diego has several food pantries and community resources too if you need help while waiting for approval - places like Feeding San Diego have locations throughout the county. The whole process seemed overwhelming at first but it's totally manageable once you get started. Good luck with your move!

This is such great practical advice! I hadn't thought about downloading the mobile app or looking into food pantries as a backup plan while waiting for approval. The tip about reporting income changes is especially important since I'll be starting a new job - I definitely don't want to deal with overpayment issues later. Thanks for mentioning Feeding San Diego too, I'll look into their locations. It's really reassuring to hear from someone who just went through this process successfully!
