EBT fraud in Fresno County - worker stole $97K from CalFresh recipients! Anyone affected?

Just saw this article about a Fresno County eligibility worker who got caught stealing money from CalFresh EBT accounts! They stole over $97,000 from people's benefits by adding fake cards to legitimate cases. I KNEW something fishy was happening when my benefits seemed lower than they should be last quarter. Anyone else in Fresno County notice missing funds from their EBT account? How do we check if we were affected by this? I'm calling my county office tomorrow but expect the usual 2+ hour wait. This is so messed up - these are literally food benefits for families who need them!

OMG I'm in Fresno and had $340 mysteriously missing from my account in February! The worker said it was probably just me forgetting I'd spent it, but I KNOW I didn't. I track every penny because my family depends on those benefits! How can we find out if we were victims? Does the article say which worker it was or how to get our money back?

The article doesn't name the worker (probably legal reasons) but says they worked in the eligibility department since 2021. It says the theft happened between November 2024 and March 2025. Did your missing funds happen during that time? I'd definitely call and specifically mention this news story when you talk to them.

This is awful but not surprising. If you suspect you were affected, here's what you should do: 1. Pull your EBT transaction history (either online through the EBT portal or call the number on the back of your card) 2. Look for transactions at stores you don't recognize or in areas you don't visit 3. File a formal fraud report with Fresno County DSS - insist on getting a case number 4. Contact the CalFresh Fraud Hotline at 1-800-344-8477 5. Document everything - dates of suspicious transactions, who you spoke with, case numbers Unfortunately, the system often puts the burden of proof on recipients, so be persistent.

Thank you for this advice! I just checked my transaction history and found two purchases at a grocery store in Clovis that I've never been to. One for $140 and another for $200 two days later. I'm calling the fraud hotline right now.

my cousin works at the fresno county office (not in calfresh tho) and she says this has been going on for months but they kept it quiet. apparently the worker was adding "household members" to peoples cases but the cards were going to her address or something. check ur case files if u can to see if theres random ppl added who shouldnt be there

Wait, so the county knew about this for MONTHS and didn't alert victims or try to prevent more theft? That's completely negligent! I wonder if there will be a class action lawsuit against the county for failing to protect our benefits. Does your cousin know if they're going to automatically reimburse people who were affected or will we have to fight for it?

I've dealt with CalFresh fraud cases as a legal aid worker, and unfortunately, this type of internal theft happens more than people realize. The article mentions this worker was creating secondary EBT cards for existing cases, which is something only someone with system access could do. If you suspect you were affected, you should: - Request your benefit issuance history for the past 6 months - Ask specifically for a list of all EBT cards issued under your case number - File a form CF 303 (Request for Restoration of Benefits) The county should make victims whole, but typically you need to identify and report the specific fraudulent transactions first.

Thanks for this detailed info! Do you know if there's a statute of limitations on when we can request restoration of benefits? And how long does that process usually take? I'm worried about feeding my kids while waiting for this to get resolved.

You generally have up to one year to request restoration of lost benefits, but with fraud cases, the clock typically starts when the fraud is discovered (in this case, now). For immediate needs, ask your worker about expedited replacement benefits - they can sometimes issue emergency allotments while the fraud investigation is ongoing. Documentation is key - the more proof you have, the faster they can process your claim.

ive been using calfresh for 4 years in fresno and ive always suspected something was off... sometimes id get less than i was supposed to and the workers would just say the "system" calculated it that way lol sure jan!!! how convenient that the "system" always makes mistakes that give us LESS money never MORE

0 coins

EXACTLY!!! When they make a mistake that gives us extra benefits, they call it an "overpayment" and demand repayment plus interest. But when they underpay us, it's just "oops sorry, computer error" with no compensation for the meals our kids missed 🙄

If you need to reach someone at the Fresno County CalFresh office about this, save yourself the frustration of sitting on hold for hours. I was trying to get through about a different issue last week and kept getting disconnected after 1+ hour holds. I finally used a service called Claimyr that got me connected to a live person in 20 minutes. Check out how it works here: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 and their website claimyr.com They basically call and wait on hold for you, then call you when they reach a real person. With something this serious about potential fraud, you definitely want to talk to a supervisor not just the regular helpline.

Thanks for this tip! I've literally spent entire days trying to reach someone at the county office before. Does this service work for all counties or just Fresno? And do they connect you directly to the CalFresh fraud department or just the general line?

It works for pretty much all county offices in California! They call whatever number you need - so for this you'd want them to call the Fresno County CalFresh main line, then when they get someone you can ask to be transferred to a supervisor or fraud department. Saved me a ton of time and frustration.

This is absolutely INFURIATING!!! I've been on CalFresh in Fresno for years, and I've had unexplained benefit reductions at least 3 times in the past year. Each time I called, they gave me some vague explanation about "household composition changes" or "income verification issues" - even though NOTHING had changed in my household or income! When I pushed for more info, I got transferred around and eventually disconnected. Now it all makes sense - they were STEALING from us and covering it up!!! I'm going to check every transaction on my card for the past year and raise hell if I find anything suspicious. We need to demand a full audit of EVERY case this worker touched!

Your anger is completely justified. While you check your own transactions, also request your complete case notes from the county. Any time a worker accesses your case or makes changes, it should be documented in the notes with their worker ID. This could help identify patterns of unauthorized access. You have a right to these records under California law.

so my friend who gets calfresh said she got a letter from the county about this but it was super vague... just said there was "potential unauthorized activity" and to call if she noticed missing funds. didn't even say how much was taken or how to get it back! check ur mail maybe u got something too?

I want to clarify something important: If you were affected by this fraud, you are entitled to retroactive benefits under federal SNAP regulations (7 CFR 273.17). The county MUST restore any benefits stolen through no fault of your own, going back up to 12 months. Be prepared that they might initially deny knowledge or responsibility. Document everything: - Take screenshots of your EBT transaction history - Note any transactions you don't recognize - Keep copies of all communication with the county - Get the name and ID of every worker you speak with If they refuse to help, contact Legal Aid of Fresno County or the Western Center on Law and Poverty. This is a serious violation of program integrity requirements.

This is SO helpful, thank you! Just to be clear, even if the fraud happened months ago, they still have to reimburse us as long as we report it within 12 months of discovering it? And should we be asking for interest on the stolen benefits since we've had to use our own money for food in the meantime?

Update: I just called the number on the back of my EBT card and checked my transaction history. There were THREE transactions at a store in Madera that I've never even been to! They were for $86, $112, and $205 over the past 4 months. I'm literally shaking right now. That's over $400 of food money for my kids that someone STOLE. What do I do now? Do I call the police? The fraud department? I'm so upset I can barely think straight.

First, take a deep breath. This is fixable, but will require some patience. Don't call the police - this is a county administrative issue. Call the CalFresh customer service line and specifically request to file a "benefits theft claim" related to the publicized fraud case. Mention you have unauthorized transactions and need to speak with a fraud specialist. If they try to brush you off, ask to speak with a supervisor and mention the news article. Be prepared for a long hold time, unfortunately.

I'm so sorry this happened to you! $400 is a huge amount when you're relying on those benefits to feed your family. In addition to what Ethan suggested, make sure to write down the exact dates, amounts, and store locations of those fraudulent transactions before you call. Also ask them to put a security hold on your EBT card immediately so no more unauthorized transactions can happen. They should be able to issue you a new card with a different number within a few days. Stay strong - you WILL get your money back, it just takes persistence with the system.

This is absolutely heartbreaking and infuriating. As someone new to this community, I had no idea this kind of internal fraud was happening with CalFresh benefits. Reading through everyone's experiences - the missing funds, the runaround from workers, the impact on families trying to put food on the table - it's clear this goes way beyond just one bad actor. I'm not in Fresno County myself, but this makes me want to check my own EBT transaction history just in case. Are there warning signs we should all be looking for regardless of which county we're in? Things like unexpected benefit reductions, mysterious "system errors," or workers being evasive when we ask questions about our cases? It sounds like the advice here about documenting everything and being persistent is crucial. Thank you to everyone sharing resources and legal information - this community support is exactly what people need when dealing with government agencies that don't always have our backs.

Welcome to the community, Savannah! You're absolutely right to be concerned - this could be happening in other counties too. Some red flags to watch for: unexplained drops in your monthly benefits, workers who can't clearly explain benefit calculations, getting vague answers about "system updates" or "recalculations," and especially if you notice EBT transactions at stores you've never visited. I'd recommend everyone check their transaction history monthly, not just when problems arise. It's scary how easy it was for this worker to manipulate the system for months before getting caught. The fact that so many people here had suspicions but were dismissed by workers is really telling about how these schemes can continue unchecked.
