Can I get CalFresh homeless assistance without receiving CalWORKs?
I recently became homeless and living in my car with my dog. I already receive CalFresh benefits ($291/month) but don't get any cash assistance. Someone at the shelter mentioned there's something called 'homeless assistance' but wasn't sure if I qualify since I don't get CalWORKs. Can I apply for homeless assistance with just food stamps? Really desperate for some kind of housing help - even temporary motel vouchers would be life-changing right now. The winter nights are getting colder and sleeping in my car is getting dangerous. Any info would be super appreciated!

There's often confusion about this. The Homeless Assistance Program (HAP) that provides temporary shelter payments and permanent housing assistance is primarily through CalWORKs, which means you generally need to be eligible for cash aid to qualify. However, there are a few other options to look into: 1. Emergency Solutions Grant (ESG) programs in your county 2. Housing and Disability Advocacy Program (HDAP) if you have a disability 3. Some counties have their own emergency housing funds I'd recommend contacting your county CalFresh worker and specifically asking about homelessness resources for non-CalWORKs recipients. They should be able to direct you to the right programs in your area.

•Thank you for explaining! Honestly that's disappointing to hear. I'll call my worker tomorrow, though last time I tried I was on hold for 2 hours before getting disconnected. Do you know if there's an emergency line or something for people in my situation?

im in same boat last year. u can get EMERGENCY calfresh extra benefits sometimes - ask 4 expedited emergency benefits. also check if ur county has HEAP program for hotel vouchers, dont need calworks 4 that one

•Just to clarify - Emergency CalFresh is just for getting your regular food benefits faster, it doesn't provide additional benefits or housing assistance. The HEAP program you're referring to is actually for utility bill assistance, not hotel vouchers. The program names can be confusing! For the original poster, if you're struggling to reach your CalFresh worker by phone, you might want to try Claimyr (claimyr.com). They have a service that holds your place in the phone queue and calls you back when a worker is available. Saved me hours of hold time when I had an urgent housing issue. There's a video demo here: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8

This is so frustrating!!! The system is designed to keep people homeless I swear. I was in your exact situation and couldn't get ANY help until I had a kid with me. Then suddenly everyone wanted to help. Single adults are just left to rot.

•While I understand your frustration, that's not entirely accurate. There ARE resources for single adults, they're just more limited. OP, please check with your local Continuum of Care (CoC) coordinator - Google "[your county] Continuum of Care" to find them. They coordinate homeless services including non-CalWORKs options. Also try calling 211 for referrals to local organizations that might have hotel vouchers or rapid rehousing programs you qualify for.

Have you applied for General Assistance/General Relief? It's a small cash aid program for adults without dependent children who don't qualify for CalWORKs. The amount varies by county (usually $200-400/month), but it could help AND it might connect you to housing resources. In my county, GA recipients can access certain homeless services that CalFresh-only clients can't.

•I had no idea this existed! Will definitely look into General Assistance right away. $200-400 would make a huge difference right now. Thank you so much for this suggestion.

You might want to check if your county has a Housing Support Program (HSP). Some counties extended it to non-CalWORKs households. Also if you have a disability or are a veteran there are specific programs. Do you fall into either category?

•I do have a documented disability (severe arthritis) which is partly why sleeping in the car is becoming unbearable. I'm not a veteran though. I'll definitely ask about the HSP program when I call. Really appreciate everyone's suggestions!

CALL 211!!! They can tell you EXACTLY what's available in your area. Not all counties have the same programs and a lot of the advice here might not apply to your specific location.

•This is excellent advice. Catholic Charities, Lutheran Social Services, and Salvation Army often have emergency housing assistance that doesn't require CalWORKs. Also, during winter months, check if your county has activated any cold weather shelters - these typically have lower barriers to entry than regular shelters.

I work for a housing nonprofit. Based on what you've shared, I'd recommend applying for General Assistance/Relief as someone mentioned AND immediately getting on your county's Coordinated Entry System (CES) list for housing. This is the main way people access homeless housing programs. You can do this by going to a designated access point in your county. Your CalFresh worker should be able to tell you where these are. It's not immediate help, but it gets you in line for housing resources. For immediate needs, local churches and 211 are your best bet.

•This is really helpful information, thank you! I'll make sure to ask about the CES list when I call. Is there paperwork I should prepare before calling my worker? Last time I called they wanted verification documents I didn't have ready.

For anyone following this thread who's having trouble connecting with their worker about homelessness resources, I've found these strategies helpful: 1. Use the term "homelessness prevention" rather than "homeless assistance" when talking to workers (different funding streams) 2. Ask specifically about "flexible housing subsidy funds" in your county 3. Request an "emergency expedited appointment" due to your housing crisis 4. If you're already assigned a worker, email them directly with "URGENT - HOMELESS" in the subject line Most counties have homeless response specialists who know all available resources, but you have to specifically ask to be connected to them.

•Update: Finally got through to my county office after using Claimyr (thanks for that recommendation). They're referring me to the GA program and gave me an emergency appointment for tomorrow! They also told me about a church-run winter shelter program that takes pets. Feeling hopeful for the first time in weeks. Thanks everyone for your help!

That's such great news! I'm so glad you were able to get through and have an appointment scheduled. The fact that they found a winter shelter that accepts pets is huge - I know how hard it must be to worry about your dog's safety too. Please keep us updated on how the GA application goes. Your situation shows that persistence really does pay off, even when the system seems impossible to navigate. Wishing you and your pup warmer nights ahead!

•This is wonderful to hear! It's amazing how much difference it makes when you finally connect with the right person who knows the available resources. The pet-friendly shelter option is incredible - so many people don't realize how difficult it is for homeless individuals to find safe places that will accept their animals. Your persistence really paid off, and I hope your appointment goes smoothly tomorrow. Best of luck with the GA application process, and stay warm tonight knowing help is on the way!
