UPDATE: I want to thank everyone for their help! I finally got into BenefitsCal (had to reset my password) and found the problem. There were verification documents they needed back in February that I never submitted. I used that Claimyr service someone mentioned and actually got through to a real person at the county office today. The worker said since I have children under 5, they might be able to restore some of the missed benefits if I submit all my verification documents this week. I'm gathering everything now - rent receipts, childcare costs, etc. Feels so good to finally understand what happened. Lesson learned - check BenefitsCal regularly and open ALL mail from the county!

Unfortunately, thefts that happen before that date won't be eligible for replacement under this program, even if you report them after July 1st. The date of the theft is what matters, not when you report it.

Just wanted to add that if you're having trouble seeing the WINS benefit on your EBT card, you can also check by calling the customer service number on the back of your card. When you check your balance, they'll break down all the different benefit types that have been deposited. This helped me figure out I was actually getting WINS all along - it just wasn't obvious in the mobile app! The phone system will say something like "CalFresh benefits: $185, Work Incentive Supplement: $10" so you can confirm it's there.

one more thing make sure u activate the card as soon as it comes! my friends kid got the card but she didnt activate it for like a month and by then the first months benefits had already expired!! they only stay on the card for a limited time

Just wanted to add that if you do end up needing to call the P-EBT helpline, try calling right when they open at 8 AM - that's when you'll have the best chance of getting through quickly. I learned this the hard way after spending days trying to reach them during peak hours. Also, have all your documents ready before you call: your daughter's full name, DOB, school name, and your current address. They'll ask for all of this to verify her case.
