FAFSA parent without SSN - FSA ID confusion when they already have a login from last year

I'm helping several students whose parents don't have SSNs complete their 2025-2026 FAFSA applications. I've successfully used the manual workaround for the SSN field, and I understand parents need to wait until March to submit consent/signature. Here's where I'm confused: Some of these parents already created FSA logins for previous FAFSA years. Do they still need to create a new FSA ID with the attestation form for this year's application? Or can they just use their existing login credentials? The studentaid.gov instructions aren't clear on this specific scenario. Anyone dealt with this situation before? Thanks!

if they already have fsa logins from before they should be able to use those again. the attestation form is only for ppl creating NEW accounts without ssn

The verification is defintely annoying but remember they have to verify everyones identity for security reasons... Think about it - they need to make sure the person accessing the students financial info actually IS the parent. But I agree they should make it clearer that returning users need to re-verify!!

Anyone else notice that trying to call Federal Student Aid about these specific parent FSA ID issues is COMPLETELY useless? Parents should NOT create brand new FSA IDs if they already have one. They should use their existing email/username but will need to complete the attestation process again.
