NYS Department of Labor supplemental unemployment benefits - who funds these payments?

I've been getting regular unemployment benefits for about 6 weeks now, but I keep hearing people mention "supplemental unemployment benefits" and I'm honestly confused about what these are and who actually pays for them. My cousin in another state said she got some kind of supplemental payments on top of her regular UI, but when I asked the NYS Department of Labor rep during my phone interview, they didn't really explain it clearly.
