ESD claim question after brief Oregon job - can I restart my WA unemployment?

Hi everyone, I'm in a weird situation with my unemployment and could use some advice! I was on WA unemployment for about 2 months earlier this year when I had to suddenly move to Oregon to help with a family emergency (my mom broke her hip and needed full-time care). While I was down there, I managed to find a temporary job, which I worked at for about 6 weeks. Now I've moved back to Washington since my mom's doing better, but that Oregon job ended. I'm job hunting again but wondering about my unemployment options. Since I only worked in Oregon for 6 weeks, I don't think I qualify for Oregon unemployment. Can I somehow restart my Washington claim? Do I need to file a completely new claim, or can I just resume my old one and start submitting weekly job search logs again? Has anyone dealt with something similar? Thanks in advance!

Thanks! I was hoping to avoid calling since it's always such a wait. Have you had any luck getting through to them recently?

You might be able to reopen your previous claim if your benefit year hasn't ended yet. A benefit year lasts 52 weeks from when you first filed, but you only receive benefits for a maximum of 26 weeks during that period. Log into your eServices account and look for an option to reopen an existing claim. If your benefit year expired, you'll need to file a new claim. Also, working in another state creates a potential combined wage claim situation. Since you worked in Oregon, they might need to transfer your wage credits. Make sure you report your Oregon employment accurately when you reopen/file.

Thanks for the detailed info. I didn't realize the benefit year lasted that long! My original claim was just 3 months ago, so I should still be within that period. I'll check eServices tonight. I'm worried about the Oregon job complicating things though.

I went through something similar except it was Idaho not Oregon. When I came back to WA I had to REOPEN my claim not file a new one. But I couldn't do it online for some reason, had to call. Took me 4 days of calling nonstop to get through!! So frustrating!!! They backdated my claim to when I moved back and I had to do like 3 weeks of claims all at once.

If you're struggling to get through to ESD on the phone, I'd recommend using Claimyr. I was in a similar situation trying to reopen a claim and spent days trying to reach someone. Claimyr got me connected with an actual ESD agent in about 25 minutes. They have a good video showing how it works: https://youtu.be/7DieNd3C7zQ?si=26TzE_zGms-DODN3. Their website is claimyr.com - it was seriously worth it to not spend hours hitting redial.

This is actually a common situation. Here's what you need to know: 1. If your benefit year hasn't expired, you can reopen your claim (not file a new one) 2. You must report your Oregon wages and employment 3. You'll need to satisfy a new waiting week after reopening 4. Any remaining benefits from your original claim will be available to you 5. The job search requirements still apply (3 activities per week) If you worked LESS than 680 hours in Oregon, you wouldn't qualify for a new claim there. Washington looks at your base year (first 4 of the last 5 completed calendar quarters before filing), so your Oregon work may actually help your WA claim if you need to file a new one later. Log into eServices and look for the "Reopen Claim" option. If you get an error, you'll need to call.

Thank you so much for breaking this down! This really helps. I definitely worked less than 680 hours in Oregon (it was part-time). I'll try reopening through eServices tonight and report all my Oregon work information. Fingers crossed it goes smoothly!

This happens when there's something specific about your claim that triggers additional review. Common triggers include: working in another state, having certain types of separation issues, or if your identity verification needs updating. The system does this intentionally to prevent fraud, not because it's buggy. But I agree it's frustrating when the error messages don't explain why you can't proceed online.

UPDATE: I tried reopening online last night and got an error message saying I need to call. Spent 2 hours trying this morning with no luck getting through. I'll keep trying, but wow this is frustrating!

I ran into this exact situation! After trying for days, I used Claimyr (claimyr.com) and got through to ESD in about 20 minutes. The agent told me that working in another state automatically flags your account for manual review - that's why you can't do it online. They had to verify my Oregon employment before reopening my claim.

Just to be clear - once you work in another state, your claim becomes more complex. You might actually benefit from filing a Combined Wage Claim which would include both your WA and OR wages, potentially giving you a higher weekly benefit amount. But this requires speaking with an agent who can properly advise based on your specific wages and work history. Also, depending on exactly when you originally filed and when you worked in Oregon, there could be issues with your "able and available" status for the weeks you were in Oregon. If you indicated you weren't available for work in WA during your family emergency, that could affect your ability to simply reopen. Regardless, you'll need to speak with an agent to sort this out properly.

That's really helpful information - I didn't know about the Combined Wage Claim option. When I was in Oregon initially, I did tell ESD I wasn't available for work in WA because of the family emergency. I'll definitely need to talk to an agent to sort this all out. I'll keep trying to get through tomorrow.

This happened to my sister too! The system is so stupid sometimes. She had to appeal and it took FOREVER, but she eventually got her benefits. The whole time she was super stressed about paying rent.

FINAL UPDATE: Finally got through to ESD! For anyone in a similar situation - they had me reopen my existing claim since my benefit year wasn't over. I had to provide details about my Oregon job and why I moved there and back. The agent said I still had 18 weeks of benefits remaining on my original claim. I need to serve a new waiting week, and then I can start claiming again! Thanks everyone for your help and advice!

Excellent! Glad you got it sorted out. Remember to be consistent and thorough with your job search activities (3 per week) and keep detailed records. If you have any questions about what counts as a valid job search activity, check the ESD website or ask here - there are quite a few options beyond just applying for jobs.
