NY unemployment claim stuck at $0 with 104 effective days - under review since July
I filed for NY unemployment on March 3, 2025, and my claim is STILL showing $0 weekly benefit amount even though it says I have 104 effective days available. My ID verification went through successfully weeks ago. Every time I call NYSDOL, all I get is the same generic response that "my claim is being reviewed" and they can't give me any more details or timeline. It's been almost 6 weeks now! Has anyone else experienced this $0 amount problem? How long did your review take? I'm seriously struggling with bills at this point and don't know what else to do.

same thing happened to me back in january. also showed $0 and 104 days. took them almost 2 months to fix it! ridiculous!!

•2 MONTHS?? That's insane. Did you have to do anything special to get it resolved or did it just suddenly update one day?

This typically means they're reviewing your base period wages. They need to verify your employment history and earnings to determine your benefit amount. Unfortunately, their system shows $0 and the standard 104 effective days until this review is complete. The review process can take 4-8 weeks in normal cases, but lately I've seen it stretch to 10+ weeks for some people. Since you're at week 6, you might still be within the normal timeframe, frustrating as that is.

•Thank you for explaining! Do you know if there's any way to speed up this review process? I've already sent in my W-2s from last year when they requested them about 3 weeks ago.

This isnt just a review, ur claim is in ADJUDICATION. Big difference. Did u have multiple employers? Quit a job recently? Work out of state? These all trigger adjudication and will keep u at $0 until resolved.

•I did work for two different employers last year - one from January-August and then a new job from September until February when I was laid off. Could that be causing the issue?

Having multiple employers definitely can trigger this $0 amount situation. The system needs to verify both employment periods and ensure there were no issues with your job separation. Here's what you should do: 1. Keep certifying weekly even though you're not getting paid yet 2. Make sure you've uploaded ALL requested documents 3. Try to speak with a Tier 2 specialist who can actually see what's happening with your claim The standard reps you reach just read notes on your file and can't actually help move your claim forward. You need to speak with a claims examiner or adjudicator.

•That makes sense. How do I make sure I get to a Tier 2 specialist instead of the regular reps? Should I ask to be transferred when I call?

I went through this EXACT same situation in February. Kept getting that useless "under review" response when I called. I was ready to lose my mind after trying to call 30+ times and getting nowhere. Finally I used Claimyr (claimyr.com) to get through to an actual claims specialist. They have this service where they connect you directly to an agent instead of waiting on hold forever. Watched their demo at https://youtu.be/Rdqa1gKtxuE and was actually connected to a real person who could see my file! The agent explained my claim was stuck because they needed additional information from my second employer. Once I knew what the problem was, I got it resolved in about 10 days and received backpay for all the weeks I had certified.

•Is this service legit? Seems kinda sketchy to pay just to talk to unemployment when it should be free...

My account was stuck showing $0 too and I was PANICKING!!! I had to keep calling every single day for THREE WEEKS!!! The whole time bills piling up and no money coming in!!!! Does anyone know if they'll at least give you backpay for all the weeks you were certifying during the review?? I'm so worried I'll never see that money even if they eventually approve my claim...

•Yes, you will receive retroactive payments for all weeks properly certified once your claim is approved. They'll issue those payments as a lump sum, so you'll get all those weeks at once. Just make absolutely sure you're certifying every week, even while showing $0.

just fyi they might be missing wage info from ur employers. my cousin had same issue with his claim and turns out one of his jobs never reported his wages to the state!! he had to send in all his paystubs to prove he worked there. maybe thats ur issue?

•That's a good point. My second job was a smaller company. I'll dig up my paystubs just in case they ask for them. Thanks!

There are a few specific reasons your claim might be stuck at $0 with 104 effective days: 1. Wage verification issues - especially with multiple employers 2. Identity verification (though you said this was completed) 3. Job separation investigation - if there's any question about why you left either job 4. Out-of-state wages that need to be verified 5. Self-employment income that's being reviewed To move things along, I recommend: - Send a secure message through your online account specifically asking what's holding up your claim - Have documentation ready for ALL employment in the last 18 months - When you do reach an agent, ask specifically: "Is my claim in adjudication, and if so, what issue is being adjudicated?

•I'll definitely try sending a secure message through my account. I didn't realize that was an option. And I'll use that specific wording about adjudication when I call next time. Thank you for the detailed advice!

I heard they're super backed up right now because of the new system they rolled out. My nephew applied in January and didn't get anything for like 12 weeks! The whole system is broken if you ask me.

•Its ALWAYS "backed up"... been the same excuse for YEARS. They just dont hire enough people. System is designed to frustrate ppl so they give up.

I want to emphasize something important: make sure you're answering the weekly certification questions 100% accurately. Any inconsistencies can trigger a hold on your payments. The questions about availability for work, looking for work, and refusing work are particularly important. Also, check your message inbox in the portal daily. Sometimes they send requests for additional information with tight deadlines, and if you miss them, it can further delay your claim.

•I've been very careful with my weekly certifications, but I'll double-check my message inbox more regularly. Thank you for the reminder!

After reading all the comments here, it definitely sounds like your claim is in adjudication because of the multiple employers situation. Once I got through to an actual claims specialist (using Claimyr to bypass the phone wait), they told me exactly what was happening with my claim. Turns out they were waiting on my former employer to respond to their inquiry about my job separation. The specialist was able to expedite this and note on my account that I had provided all necessary documentation. Within two weeks, my claim was approved with the correct amount and I received all my backpay. The key is getting to someone who can actually SEE and WORK on your claim, not just the frontline people who can only see basic notes.

•I think you're right - I need to talk to someone who can actually see the details of my claim. I'm going to try calling again tomorrow morning, and if I can't get through to someone helpful, I might try that service you mentioned. At this point, I just need to know what's actually happening with my claim so I can address whatever the issue is.

I'm dealing with almost the exact same situation! Filed my claim in early February and it's been stuck at $0 for over a month now. I also had two employers last year - worked at a retail job until June, then started at an office job in August that I got laid off from in January. The frustrating part is they keep telling me it's "under review" but won't give any specifics about what they're actually reviewing or how much longer it might take. I've been certifying every week religiously because I'm terrified of missing out on backpay when this finally gets resolved. It's so stressful not knowing if there's something I should be doing or if I just have to wait it out. Thanks for posting this because I was starting to think I was the only one going through this nightmare!

•You're definitely not alone! It's so frustrating how they keep everyone in the dark about what's actually happening with these claims. Based on what others have shared here, it sounds like having multiple employers is a common trigger for this $0 amount issue. I'm going to try some of the suggestions from this thread - like asking specifically about adjudication when I call and sending a secure message through my account. Hopefully we both get some movement on our claims soon! Keep certifying every week like you're doing - that seems to be the most important thing right now.

I'm going through the exact same thing right now! Filed in mid-February and still stuck at $0 with 104 effective days. I also had two different jobs last year which seems to be the common thread here. What's really frustrating is that I've called probably 15 times and keep getting the same "your claim is under review" response with no actual timeline or specifics. I've been keeping detailed notes of every call and they literally just read the same generic script every time. Based on what everyone is saying here, it sounds like I need to push harder to get to someone who can actually see what's happening with my claim instead of just the basic notes. Thanks for posting this - it's oddly comforting to know I'm not the only one dealing with this mess!

•I'm in the exact same boat! Filed at the end of February and have been stuck at $0 for weeks now. I also had multiple employers last year which definitely seems to be the pattern here. It's so reassuring to see I'm not alone in this - I was starting to think there was something specifically wrong with just my claim. The lack of transparency is the worst part. When I call, they act like they're being helpful by saying "it's under review" but that tells us absolutely nothing! I've started keeping a log of all my calls too because the responses are so generic. I'm going to try some of the advice from this thread about asking specifically about adjudication and trying to get to a Tier 2 specialist. Hang in there - sounds like most people eventually get it resolved and receive all their backpay once it goes through!

I'm dealing with this exact same issue! Filed my claim in early March and have been stuck at $0 with 104 effective days for about 5 weeks now. Like many others here, I also had two different employers last year - worked at a restaurant until September, then got a job at a medical office that I was laid off from in February. The multiple employer situation definitely seems to be the common thread causing these delays. I've called NYSDOL probably 20+ times and always get the same robotic "your claim is under review" response with zero specifics about what they're actually reviewing or any timeline. Reading through all these comments has been incredibly helpful - I had no idea about asking specifically for adjudication details or trying to reach a Tier 2 specialist. I'm definitely going to try sending a secure message through my account asking exactly what's holding up my claim, and when I call next I'll use that specific language about adjudication that someone mentioned. It's both frustrating and comforting to see so many people going through the identical situation. At least now I know this is a systemic issue with multiple employers and not something uniquely wrong with my claim. Thanks everyone for sharing your experiences and advice!

•This is exactly what I'm going through too! Filed in late February and been stuck at $0 for over a month now. I also had two jobs last year - one retail position until July and then an administrative job until I was laid off in January. It's crazy how many of us are dealing with the identical situation! The multiple employer thing is definitely the pattern here. I've also been getting those same useless "under review" responses when I call - it's like they're all reading from the same script. I'm going to try that secure messaging approach and ask specifically about adjudication like others suggested. At least knowing this is a common issue makes me feel less like I did something wrong with my application. Hopefully we all get movement on our claims soon - the stress of not knowing what's happening or when it might be resolved is honestly worse than just waiting if they gave us real timelines!

Wow, reading through all these comments is both reassuring and infuriating at the same time! I'm in a very similar situation - filed my claim in mid-February and have been stuck at $0 with 104 effective days for about 6 weeks now. I also had multiple employers last year (worked at a coffee shop until August, then got an office job that ended in January when they downsized). The pattern is so clear from everyone's experiences here - multiple employers seems to automatically trigger this review/adjudication process that keeps claims at $0. What's most frustrating is how the phone reps give everyone the exact same non-answer about claims being "under review" without any specifics or timeline. Based on all the advice shared here, I'm going to: 1. Send a secure message through my account asking specifically what's being adjudicated 2. When I call, ask directly if my claim is in adjudication and what issue is being reviewed 3. Request to speak with a Tier 2 specialist or claims examiner who can actually see my file details 4. Make sure I have all my documentation ready from both employers It's honestly a relief to know this isn't just me and that most people eventually get it resolved with full backpay. The system is clearly broken when this many people are experiencing identical issues, but at least we're not alone in this nightmare! Thanks to everyone for sharing their experiences and tips.

•This is incredibly helpful to see everyone's similar experiences! I'm also stuck in this exact situation - filed in early March, $0 with 104 days, and yep... had two different employers last year. It's wild how consistent this pattern is across all our cases. I'm definitely going to try that secure messaging approach and use the specific language about adjudication when I call. Has anyone had success with the secure messaging route yet? I'm curious if that gets you to someone who can actually provide real details about what's holding things up, or if they just send back the same generic "under review" response. Either way, I'm going to give it a shot - anything is better than those useless phone calls where they literally can't tell you anything meaningful about your own claim!
