I used my kitchen counter with a black cutting board as the background, took photos around 10am when I had good natural light from my window (but not direct sunlight hitting the documents), and made absolutely sure my ID was laying completely flat with zero curves. I got through on my third attempt doing this. When you finally get someone on the line, have your SSN, any case numbers, and a clear explanation ready.
