SDI payments delayed 2 months after birth, EDD unresponsive - How to contest and get help?

I'm at my wits end with the EDD. My baby was born almost 2 months ago and I still haven't received any SDI payments. My doctor sent in all the paperwork but I can't get through to anyone on the phone to figure out whats going on. They said if they didn't get my medical certification by mid-July I could lose benefits, but I know it was sent in time. Has anyone else dealt with this? Any advice on how to get through to a real person and contest this?
